How to Test a Power Supply / MOBO?

Since all cases seem to come with a PS already in it and todays MOBO's control the power on/off, how can you verify that the PS is good if the system doesn't turn on? For example, I recently bought a case and a mobo separately, I have installed it correctly according to the manual and have the power button cable attached to the correct jumper on the mobo but when I turn it on, I get nothing? I don't know if my mobo / jumper is the problem or if I have a bad Power Supply? Any ideas / tips? Thanks!
