How to tell what is the cause of the problem

I woke up this morning and checked my web site and forums. I couldn't access them (404 error). They are hosted on a server in my house. I thought it was my server so I bounced the web server services and no change. I rebooted the server with no change. So I pinged the domain name and it was dead. I pinged my IP and got responses (like this does anything but I just tried anyways). I then typed my IP in and got my web page, I had others do the same and they got my index page.

So I sent a complaint letter to my domain name company (http://www.cheap-domainregistration.com/) and got a reply back that nothing was wrong on their end and they won't do anything. What can I do at this point?

Make sure your domain is set to the right IP address. I would never use that place for a domain btw, I would use namecheap or even godaddy over that place.

If it is the website in your sig it appears to be working to me.

Right after I complained again it magically fixed itself. It must be magic. All the settings were working for the last 6 months so i figured they were fine where they were at.
