How to tell someone politely that you don't want them to move in?

Me and another guy are sharing a 2 bdrm apt right now. I'm comfortable and it seems he is too. Anyways at a party awhile back my ex's younger brother asked if his nephew can move in with us. He's currently living with some other people but wants to move out cause it wasn't working out there. I was pretty drunk so I may have said that it was ok as long as its ok with the other guy and to call me after I talk to him about it. Well I never did and he called yesterday but since I couldn't pick up he left a message.

I know I could probably just ignore his calls and never call back but there's a good chance I may run into him again. He's a cool guy so I don't want things going sour between us. I just can't seem to put into words a nice way of saying no. Any suggestions?

Just tell him you'd been drinking quite a bit that night and don't remember having that conversation with him. But now that he's asking, it's not OK.

Exactly. there's nothing rude (and nothing personal) in saying that you don't want the crowding from having 3 people in a 2BR.
