How to tell if a line is qualified for VoIP?

I plan on using VoIP overseas for my family. Both locations will have broadband.
How do I test if the line is good enough for VoIP?

I pinged the other end, using 1500 byte size, and repeat 10 times. The results were average of 300 ms.

Am I using the right ping values, and does 300 ms look good enough for VoIP (and possibly video too)?

Depends on the app you'll be running, protocols, configuration, etc. are going to very how much bandwidth it requires.

300 ms is not good, but may be acceptable depending on what you expect.

What app?

This is for personal use.
All I need is audio and video between me and my dad using this device

I called DLink to ask how much latency can be tolerated and the guy told me to call back tomorrow during normal biz hours, and talk to a level 3 engineer.
