how to stop win 8 choosing "music" layout for some folders?

same for pictures too. i don't want it to do this - EVER. i've set the layout to what i want "general", have view set to list, sort by type and arrange by none. i "apply to all folders" and yet when i throw a jpg or an mp3 in a folder windows insists on choosing annoying options for me
