If he is using XP, then he will have to disable simple file sharing in order to manually change the files' permissions. This could create more issues than it solves because it means every person will need an account on the server. If they already have accounts, then that shouldn't be an issue.
Regarding the ability to see who's connected and what files they have open, Windows has this functionality built-in. Right-click my computer, select manage then drill down to shared folders, under that there is an option to view current sessions. You can even disconnect people if you need to.
