How to stall an entire city for 6 hours

Early wednesday morning, traffic cameras at the ministry of transportation spot a car stopping on the side of the Pierre-Laporte bridge in Quebec City. Some guy comes out, climbs to the side and starts taking a walk on the main cable (it's a suspension bridge). So the cops come in to try to talk the guy not to jump and shut down the bridge.
Problem is, in Quebec City, there are two bridges overlapping the st Lawrence river, the other one is old and cannot accomodate 1/10th of the traffic from the other one.

So on both north and south shores traffic starts jamming...
Rush hour comes, cars stopped for 2-3 miles in every direction.
Old bridge overwhelmed, ferry crossing having its best day in 25 years.

The bad news in all of this is that a life was lost. Not the one of the guy that was walking the cables, but a young woman's. She attempted to make a u-turn and was hit by a dodge magnum going 35mph. The suicidal man is an ex-military, who supposedly has post-traumatic syndrom from Bosnia(From what we hear around he was alresady a nutcase before his military career). He passed last weekend in a padded cell in a nearby hospital. He may get accusations in the next few days, but those might not get far...

Question:
If there is one bridge to take all the traffic flow in your area, would the cops shut it completely down if such a suicidal was to show up ?
 
Yes, the accident was a result of shutting down the bridge, but why the help was the lady doing a U-turn. The accident was more her fault than the police's for shutting down the bridge.

yeap bingo. her fault for doing a u-turn on a busy road.
 
in russia, they would have shot the attention whore and cleared the place up in 20 minutes top. this would have spaired the innocents life.

Yes if fact they did shut a bridge into Vancouver last weekend because of some nut that was hanging off bridge.

I would have to agree with the others though. It might be her fault that she got killed regardless of what the guy was doing.
