Wait a sec, i found out how to fix it on windows 7 x64 bit, create a blank amin account called test with no password. switch user and go to C:/users/Test and copy and replace ALL files in it to your main admin account. That fixed it. No need to wipe the pc, restore to factory condition or anything. you can delete the test account to save memory. Hope it helps you all.
