How to solve bug problem on the deck?

I live in the city and for whatever reason I have bug problem on my deck. I keep it fairly clean, but there are all sorts of flies and mosquitos outside. The second I open my deck door they all fly in (no nets).

I toyed with the idea of getting a bug zapper, but since I'm on 15th floor this doesn't seem too practical. Are there any other options?
 
Find pool of water that's collecting and dry it. Are you on the top floor? Maybe the water reservoir on the roof has a hole in it.
