Not possible. Kids are slowing down because they think it is better to endure an accident driving slowly than getting caught driving fast while being distracted by their cell phones. How about teaching them to put the phone down?
 
Awesome idea, but the article mentions cyclists..... You gotta to admit those cyclists have it coming....leaving they're sidewalks should be a ticketing offence.
