how to share google Drive?

i am a paying customer of Drive, from google. there is 1tb free of space. i created a folder and shared it to my friend, giving him Editor status. he has some files i need for work.
his personal Drive is full. he used up all of his free 15gb already. when he tried to upload files to my shared folder, this is the error he got:

any idea why? and how to fix, without him having to pay Google off course.

Create a third Google account and invite that account to the same shared folder to get another 15 Gb free.
