How to setup Outlook XP to write emails in Chinese?

I'm trying to setup a machine to write emails in Chinese.

Those who have experience, can you give me a step by step?

Running Windows XP SP1

control panel => Regional and language options => languages => Details

Choose chinese, follow instructions and you will eb able to read and type chinese

i forgot you have to check files for east asian languages.

Ok, I tried that..

in the emails, I can input and view Chinese...however, when I send test to yahoo, bellsouth...they come in as jumbled

How do I tell outlook to keep the encoding when the other side open the email?
