How to setup FTP server via Router?

here is my case:
My connection is cable hook up in Netgear Wireless Router MR314. I called Netgear technical support. They helped me somehow but I can only go online ( which I could before call them) from any computer in my room. But my ftp server won't work
My local ip is 192.168.0.2
my cable ip is: 12.253.52.14

What do I need to do so that my ftp is able to work?
any help would be appreciated!

make sure it's configured properly first.
can you access it locally?

if so, just forward port 21 to 192.168.0.2 and you should be set. 🙂

if not, reconfigure it.
 
yes I can access my ftp by using local IP. But I can't let people outside access into it. I don't understand what you mean by saying "configured properly first"
also how do I forward port 21....
