you need 3 things to start a website:
1. Register a domain name, usually costs about $10
The domain name is the URL like cnn.com or anandtech.com. this is yours to choose as long as someone else has not already take that name.
2. Find a domain host. This part usually has a monthly (~$10) or yearly (~$120) fee, but some crappy services are free.
Generally, the hosting service keeps your website on their servers. Any traffic to your site will route through their network and not your home connection, which is good. To make changes to your site, you simply connect to their server via FTP.
3. Build your site. This can be as simple or complex as you like. All you NEED to get started with construction is a text editor like notepad. you can find a huge number of resources on the web on how to learn HTML
