How to set permanent environment variables in Linux?

Hi, I am trying to get KDE installed under Slackware Linux, and I have it compiled/installed now, but can't get it to run w/ graphical login managers like kdm/gdm. I've traced the problem back to the fact that the kde directory (/usr/local/kde/bin) is not in the PATH statement. How do I add this directory to the global PATH variable (so that it's in everybody's PATH automatically)?
