I remember editing the registry to implement custom refresh rates, but I have since reinstalled Windows, and I forgot which keys to edit.

Depending on your video card, you may be able to set the refresh rate in the Control Panel / Display / Settings / Advanced / Adapter.

Is this what you're looking for?

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Class\Display

You can also edit your video card driver's .inf file with custom settings. Once you reinstall the drivers using that .inf file, the custom settings will take effect.
