How to set Application to run on top (can't be covered)

Is there a way to make any application in Windows always run on top (can't be covered up)? Or is there a hack? I'm running Windows XP Pro.

If you have an nVidia video card, install(it might be already installed!) nwiz(i think thats the name) it'll do it.

IIRC, vitrite does that, AND lets you make any window transparent.
