How To See Refresh Problem On Windows XP?

I understand and accept that there is refresh problem under Windows XP that utitlities like RefreshLock will fix. But how do you see the problem? Whenever I change the refresh rate to something other than 60Hz, like 70Hz, it still shows as 70Hz on re-boot. Thank You!

On your monitor menu mine has a display setting that shows the resolution and horz and vert frequency. Some monitors don't show it my sister's didn't.
