How does one safely delete the contents of "C:\Documents and Settings\Administrator\Local Settings\Temp" in Windows 2000 Professional?

Wayyyy too much junk in there!

Reboot. Open up temp folder. Select one file. <Ctrl + A> to select all files. Hit <delete>, OR right-click, click on "delete", OR go to "file>delete".:)

Make sure you are logged in as the Administrator!

What do you mean by "safely"? Most of the time what you find in the TEMP directory is just junk left over from interrupted installs etc. so no installed applications need them. I always just erase them. It has never had any negative effects on system integrity. Some files might still be in use by the OS or some app, but a reboot should fix that, like RalfHutter suggested.
