Solved! How to run Dual 4K monitors?

I believe most Z390 boards have HDMI 1.4 and DP 1.2, which means only one display can be 4k60hz, and it's display port, the 2nd display would be 4k30hz on HDMI.

If you want two 4k60hz displays, you'd need a dedicated GPU.

Depends what you're doing i guess.

If you want 4k Netflix i'd recommend the GTX 1050 3GB or better.

Netflix UHD requires 3GB of vRAM and a 10 series or greater GPU.

If you don't care about that then i guess the RX550 is probably the cheapest GPU that you can buy new that would support dual 4k. Otherwise, there are plenty of older GPUs you could get on eBay that would also work.

Those two you recommended each has only one HDMI slot. Do you know of any that has DUAL HDMI slots?

Some of the new or used rx580 590 affordable options should have two 2.0 hdmi also.
I thought about that but from a brief glance, most RX580 still being sold new aren't dual HDMI equipped, or if they are, they're more than a GTX 1050ti would be.

So unless you just really wanted AMD, or found a decent deal on a used one, the GTX 1050ti is still probably the cheapest new option available.

Gotcha, back when I was shopping GPUs, the extra demand from PSU limited customers bumped up prices on 1050ti past where 580 was. I have no idea if that is still true of the used market because I haven't shopped since.

Heres specs on one for reference:

dual hdmi aren't common because each port requires a license fee to be paid (afaik), unlike displayport. of the 7 or 8 recent gen graphics cards i've had, i've got 1, a 1060, that has multiple hdmi ports.
