If all else fails, try the bootable WinPE CD linked above in post #20.
There's also a bootable USB thumb drive option, if a bootable CD isn't a fit for your particular situation.
With either method, you can get to a DOS prompt, where you can then run
chkdsk c: /f
completely independent from the Windows version installed on the hard drive.
Doing that should clear up the "dirty bit" problem.
