How to reset all ActiveX settings in XP?

A client's PC (running XP Home SP2) had some minor spyware and viruses - now all cleaned. I did a repair install to work out a few kinks and now all is well, except for this bloody scanner.

It's an HP ScanJet 3500. The software installs fine, the hardware is detected, but when I attempt to launch the HP Director software, I get:

"Microsoft Internet Explorer: Your current security settings prohibit running ActiveX controls on this page. As a result, the page may not display correctly."

I manually relax EVERY setting in IE and still the same thing. A reformat is an option, but last resort. Is there any application or registry hack to really clear all ActiveX settings? Thanks.
