windows file manager. the logo is on the top right corner.
internet explorer has this logo too.
 
Are you talking about Windows Explorer? If so, that is simply the Windows logo. Why do you even pay any attention to it? It simply tells you that Explorer is an integral part of Windows XP. So is Internet Explorer. Also, Outlook Express has it - in fact, all components of Windows XP has it. Get used to it.

Seems like much ado about nothing.
