How to remove the Windows.old and $Windows.~BT folders after you upgrade Windows

Yeah, I know the best way to install Windows 8.1 is a clean install, but for those, like me, who do not not want to re-install programs, apps, drivers, etc., then a Windows 8 to Widows 8.1 upgrade is the way to go. I upgraded 2 computers this way without any problems.
The only problem I found was the leftover junk, the $Windows.~BT and Windows.old folders, and the Temporary Windows Installation files. They take up a lot of space, and if everything has been migrated over successfully then remove them.
