Download X-Setup

X-setup is a companion utility for changing tons of registry keys without having to navigate through tons of folders. Its free and the best tweak tool you can find. There are Win9x/ME and NT/2000 versions.

There is a setting to remove the search bar in X-setup.

It is in Group policy, under user configuration start menu & taskbar. Just enable the policy "Remove Search menu from start Menu"

Most likel you'll have to group policy yourself this can be done by
click start run, then type MMC
this will launch the console, click console, then add and remove snap in then click add, then choose group policy
