I have an Azerty keyboard (see layout below) and if I want to type the number "2" for example I have to hold shift which is annoying. Is it possible for me to switch the "2" and "é" which are on the same key, so that when i press without shift I type a "2" and with shift "é", so reversed. 
And will I still be able to type "@" when pressing AltGr key (modifier) and the 2 key?
Which app can i use to do this? Or a reg edit? I looked at some apps but switching what's top and down on a key doesn't seem obvious to do. Thanks if you can help!
