How to reload Windows 98 Upgrade with a "patch"

I recently formatted my hard drive and am about to reload Win 98. My original OS was Win95 and I upgraded twice (Win98 & SE). In order to reload Win98 I have to go all the way back to Win95 and start there because neither upgrade will work (says Windows has to be loaded to work). I heard that you can copy over some Windows files to "trick" the upgrade disk into thinking that you already have Windows installed. This is not illegal, because I have the licenses for all three versions ... just don't want to go all the way back to Win95 to facilitate the loading.
Does anyone know how to do this and what files to copy over.

Did you pay $20 for your Win98SE upgrade CD directly from MS???
If this is the case run setup on the Win98 CD, it'll ask for proof
of prior ownership, use the Win95 CD for this, let Win98 install.
Then while Win98 is running, run setup from the Win98SE upgrade CD.
As far as I know this is the only way to use that $20 CD......
