How to Reformat Windows XP (No boot disk)

I tried to reformat my hard drive and install windows XP pro but the windows XP startup floppy I created couldn't do anything...

The CD does not boot due to it being an archive and not the original copy.

Any ideas of how I could completely reformat my hard drive and install windows XP? Would I have to add certain files or create a special startup disk because the win 98 boot disc and xp boot disc both didn't work. Maybe I tried the wrong dos commands, I dunno.

Any Ideas or will I have to use a bootable windows xp cd for a fresh install. Are there files I could burn onto the windows XP cd that would make it work, or startup files I could put on a floppy?

What I have right now is windows 98SE and windows XP pro duel boot but would like to have just windows XP.

Maybe my easiest solution would be to just use the XP cd to upgrade windows 98SE like I did on my dad's computer.
