How to recognize bad mobo?

Just built a new comp from scratch, using Abit KT7a, T-Bird 1.33GHz, 300 watt psu. Built an identical system earlier this summer but this one does not boot. It powers up for about two seconds but then shuts off before anything appears on screen. Can anyone tell me if this is a sign of a defective motherboard. That is my only guess at this point. Any advice would be appreciated, thanks.
