How to re-enable "save file to disk" dialog box

Every time I click on a file, it opens the file instead of downloading it. I think someone has unchecked the "always ask" from an internet explorer dialog box that usually pops up (probably parents. Only problem is, I can find no option to re-enable it under internet options!

How do I re-enable the "save file to disk" or "open from location" dialog box?

At the moment I have to right click and use "save as".

check that enable file download is checked under security/internet in internet options.
