How to put reply for negative feedback on ebay?

This ridiculous ebay company gives me negative feedback because I gave them negative feedback after they refused to sell me something that I won.

I've seen before that you can reply to the negative feedback left against you and it is listed right below the negative feedback, but I can't find out how to do this...

Any help?
