How to print a PDF on smaller paper?

OK, don't know why I can't make this work.

I have a PDF that was created as 11.7" x 17.5". I just want to have it shrink down to print on an 8.5 x 11 paper.

I'm using Adobe Reader 8 and don't have access to Adobe Acrobat.

I've gone into the printer settings, set it to Letter size, chosen Shrink to paper and/or Fit to Paper. I print it out and it doesn't shrink it. The right and bottom are cut off.

Is there some way to do this that I'm just missing?

This should be doing for you. Depending on your platform & printer drivers, you might have two places to set scaling; one in the page setup (this content is based on the printer driver) and the one in Acrobat's "Print..." dialog. When you set it to scale does it review in the window?
