So I know of trixx, AMD overdrive, and that's it.

Are there any better programs out there? And is it better to do it in the BIOS (if there is a way)?

And how would I test if my overclock speeds are stable? And how much can I raise the voltage?

I use TRIXX for the custom fan profiles, but i use ccc for overclocking because trixx keeps the voltage at 1.088 even at 2d speeds

And i got 840 on the core and i stopped at 1200 on the memory

you cant raise the voltage

What software did you use to check stability?

The quick and dirty way is run autotune in ccc and subtract 5-10%,for the core use occt, have it check for errors, then run furmark, kombustor and some games or benchmark programs. For the memory you increase until your fps start dropping.I stopped at 1200 even though my fps were still going up,i just don't feel comfortable going to the max without extra cooling
