How to measure Application power consumption?

Very recently I have read that applications programmed in languages such as Java (commonly found on Android phones) consumer more power than application programmed in Objective-C (iphone) all things being equal.

How is this being measured? Which phones (or programs) allow benchmarking of application power consumption?

android will let you see what percent of usage is caused by a particular app. not sure how you could really compare android apps to iphone apps as it wouldn't be....apples to apples
