How to manage Win2k user accounts?

How can I setup a restricted user account that restricts the user from installing programs and accessing required windows files, but lets them use programs that I specify can be used?

ie. right now, nero says that the administrator must allow the user to access Nero, but I don't want to give said user administrator privelages
 
use group policy, if this is on a win2k domain, go into Active Directory Users and Computers, and create a group policy, if this local, then go into Local Computer Policy and do this, there are a lot of different policies, that will do you exactly what you want .. you can "lock down" the box, with group policy, and specify programs that you want/or dont want them to use .. would be too long to explain exactly what you need to do, just do a search on it, if you have broadband go to cbtnuggets.com , there is a free video on Group Policy ... and this should be in the OS forum i believe .. good luck ..
