How to make XP use Silver color scheme at boot?

When I boot into XP it always starts as the default blue color scheme first. Only after I log on does it change to silver.

So how can I make it never show any blue and always stay silver even at log on prompt? Using TweakUI and going to Logon-> Settings and checking all the boxes and pressing copy does not fix this.

There must be some file or registry entry to modify?

Edit: Thanks Snapster, it worked! TweakUI is buggy I guess.
 
You have to change the default user's theme in the registry (TweakUI should have done it but n/m):

HKEY_USERS\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\ThemeManager

And select the approriate dll and colour names should do it (check your registry setting for the olive colour name)
