How to make sure PSU is working

Now how would I try to check and see if a PSU works?..Is the only way is to pull out the one in the case, place the other one in it. Plug everything back in and press power?. Has to be a simpler way to see if it has power.

You can also test it with a paperclip from what someone told me, but I would get specific instructions before trying it. I'm not sure if it really works.

Most, not all, atx psu's will start if you short the green wire to any black at the 20 pin plug- the fan will run, and voltages will be present at all of the correct locations... voltages won't be accurately regulated because there's no load... and there's only one green wire...

You can also just plug in the 20 pin connector, hit the power button. If the bios screen or any message at all appears, shut down, the psu is good, no point in going any further possibly confusing the OS...
