How to make page adjust to browser size?

I am trying to help a friend of mine make a website and he needs to do this.

It is based on the width percentage command, the problem is that I don't remember how to use it and most importantly how to nest it in several layers of a lab.
I would like some parts to be fixed but some parts to auto resize.

Also, can someone explain under what circumstances this will fail. For instance the "My Forum view sometimes seems to fit in my 1024x768 screen and sometimes it needs 1280x1024.

He doesn't need anything nearly as complex simply a pane on the top. A small pane on the left and the large pane on the right with should adjust along with the top to match the browser window.

I don't know, but what your talking about would be done thru css style sheets.

For instance in this forum you have that gigantic jpeg thing across the top. It screws up how the web page is rendered on my laptop because I only have 800x600 resolution, and this website is designed for a minimum of 1024x768 so it is very annoying to have to scroll left and right. Stupid. Lots of other pages work like that.

So in my firefox user's configuration css file, userContent.css, I stuck this line:
body { max-width: 780px ;! important; }

Now I don't know css at all, but that made sure that I don't have to scroll back and forth to read stuff in these forums.
