How to make my laptop fan run at all time?

I am just wondering if there is a program that can do this? Both the cpu fan and system board fan...I really want to keep my laptop cool.

 
And other brands, such as WinBook have downloadable utilities for that purpose. I have to laugh - most complaints are about the fan running - "How can I turn it off?" 🙂
