I don't think it's illegal in PA. You're only allowed to make x amount for your own consumption though.

you can make beer, wine, mead and cider at home legally. under federal rules, you may not produce alcohol using a still unless you qualify as a distilled spirits plant.

It is illegal to own your own still in the US. That's actually sort of how I got started doing homebrewing actually.

My Dad and I were watching Cops and they were busting a guy for having a still. He did have a bunch of homebrewing equipment though, which got my Dad and I talking about it. Turned out that he had almost everything I needed to homebrew beer since he used to do it before I was born.

Bottling a batch this Saturday actually. Going to start another batch maybe next weekend, I've got to decide what I want to brew first.

Leaving jokes apart, you need two things: one distiller, and one way to create alcohol.
Distiller: use a bent metal pipe that goes thru cold water. For best results, bent it in a spiral.
Use a closed pot that have a single output that is directed thru the bent pipe (let's name it condenser). When you heat the pot, water vapors and alcohol vapors (and other vapors) will steam thru the condenser and will condense as liquor. For best results (higher concentration), distill again the first result.
How do you obtain alcohol? Easiest way would be to distill wine. Another way - let anything containing sugar (like fruits) or containing other hydrocarbons (like corn) to ferment. The result will contain both ethanol (or alcohol you can drink) and methanol (alcohol that will make you blind).
