How to make files Un-Private in Windows XP?

Whenever I wanted to remove the restrictions to files in Windows XP I just added a user password and it would prompt me to make files private. So by adding/removing a password it always got me to the screen where I could remove the 'private' attribute by not clicking the make files private button.
Today I came across a computer, running Windows XP Media Center edition where no amount of adding/removing a password gives me that prompt.
I can, of course, take ownership of the files, but for various reasons I don't want to do that.
So how can I 'un'-privatize the user files?
Thanks.

I had the same issue
log in under the user you want to un-privatize, go to c:\documents and settings, right click on the user's folder, go to sharing and security and uncheck the "make this folder private" box.

Sometimes you have to do this twice to make it work. If the "make this folder private" box is unchecked and it's not working, then CHECK the box, let it do its thing, and then Un-Check it one more time.
