OK, so say I want to make a ring in photoshop around the outside of a picture, and have that ring be about 10 pixels thick...how do I do this? Is there any other way besides matching up circular marquee selections?

turn on your grid (if its not already on)

use the Ellipse tool (U), while holding SHIFT to draw perfect circles
use the grid to determine the perfect start/end points while drawing (that way their size differences are the same)

don't worry about lining them up perfect when drawing, you can move them around when they're done

if you want to make them thicker, edit the structure size in the Stroke effect adjustment of that layer

sorry, i just read the title and replied :)

if you just need one ring, use the ellipse tool (U)
if you want it a perfect circle, hold shift

to make thicker, edit Stroke effect (from Layers pane)

move around with the move tool (v)
