How to make boot disk w/o autoexec.bat & config.sys files

Dumb question? Making a boot disk no problem, but how do you make it without the autoexec.bat and config.sys files to flash bios? Help
 
Just delete the files or rename them. If they are not there or have different names, they won't load.
