How to make all ONE Download directory for all Users in Windows 8.1?

This is something I don't know how to do. I never actually had to do it since it's really just me on my system. However right now it would be great to make the Admin and Mom & Dad Users Download directories the same. Their PC, I am visiting and fixing.

Right now what is in dad's download folder is not in mom's, vice-versa, etc.

Perhaps there is an easy fix for that but in searching I do not see it.

Would this work? Make a folder under C: that both users have rights to and set that manually as the default download folder?
 
Why not just point it to the users\Public\Download folder? I have not tried but I believe that should do
although you would have to set ie/firefox/chrome or what ever it is to point to that
 
You could try moving the downloads location from the properties dialog within the profiles to a common folder perhaps in the root.

(basically what chiefcrowe suggested)
 
In addition to establishing the browser download location for each user, you need to also allow that download folder access for each user, permissions and security wise.

What you need to do, is establish a download folder as the Administrator account, and add all access privileges to all the user accounts on that system. This is found under the Security tab and permissions with a folder's properties.

Just making a folder even in a C:\ top level, would not cut it - because of ownership issues if you created the folder as or on any user. By default, the folders for all users, blanket setting wise, is set to read and execute but not write which is what you want if you were to download and write to the folder.

This would also work as well. Since their permissions of the folder for Everyone is set to full control.
