How to make a video like this (youtube link)

I want to make a video like this using all the pictures I have taken of my son. Does anyone know of a program (hopefully free) that will allow me to stitch the pictures together like this? I tried Windows Movie Maker, and it doesn't do the overlay w/ the previous picture like in the commercial. I have all Windows 7 HP PCs and am somewhat familiar w/ Linux (Ubuntu & Linux Mint) if it makes a difference.

Thanks for the advice, I'll give the trial a go and see if it does what I want. For 70 bucks, thats not too bad. Anyone know of any free options out there?

wow, that looks sweet! are these for outdoor pictures? I don't think my flash can keep up with the rapid pictures ... how are you taking them?

I don't know if PE will do enough layers to do that. The effects are basic Picture in Picture overlaying and moving. A couple of the frames look like they are getting to about 12 overlays. You can do it with a basic editor that only supports 2-3 video layers, but you create the layer, export it, import it, add another layer, export it....

I really cannot speak for all of them. I know that Avid Studio supports more than needed (AS is the "next gen" of Avid Liquid). Of course, Avid Media Composer, CS4/5 Premiere, Sony Vegas Pro, Edius, etc., all will, but they are more than $500.

Edit - finally got the full download... and it may not be stills (contrary to the posters comments) - they could be doing grab frame from video. You could shoot that in 1080p and snap frames out to make it look like pics. It has been done before.
