I formatted my floppy disk but it did not ask me if I wanted to copy system files into my floppy disk. Oh, I am using Windows 2000.

Win2K won't allow you to make a bootdisk, they expect you to use the GUI for everything... (thank you, Microsoft) If you want to be able to boot into DOS mode, you'll have to find a Win95/98 system and make your bootdisk there. If you want to be able to troubleshoot your Win2K box from the command prompt, you can either a) hit F8 on startup and pick the Command Prompt option. b) Install the Win2k Recovery Console (run setup with the /cmdcons switch - ie winnt32 /cmdcons)

Why make a Win98 boot disk for 2K, CRV? Not reading the post, or are there some interesting utilities on these boot disks? Hmm?

The Win2k bootdisks are meant to be used for the installation of the OS, not just normal booting... if you just want to flash your BIOS, use a Win98 disk instead...

Use this DrDOS7.X, from bootdisk.com. It's what I use for flashing my bios in Win2k. Extract all the files to a floppy. When you restart it will take you to the A: prompt. Eject boot disk and Insert your disk with the bios and flash program on it, and flash away. :)

The Win98 disk takes longer, and has unnecessary options.
