How to Limit User to Only what is on Desktop

What is the fastest and easiest way to limit the user to the desktop only.

We only want them to used programs that we have placed for them on the desktop? I know that I can use GPEDIT to make the changes, but is there a quicker or easier way to make the neccessary changes?

Any alternative to GPEDIT = quicker - no! easier - hell no! What is wrong with gpedit?
coming from Win9x and poledit - gpedit is a walk in the park!!!
Just use it to do the job it is designed for.

alternatively you could threaten him with bodily harm...
