Question How to limit the processor frequency using the Intel Tunning Utility?

I have a 14700k, cooler: artic liquid ii 360, mb: AsRock Z790 Steel Legend (latest bios and intel default option), the CPU is constant on ~100c when on full load.

On my old i9 9900k when i set on Windows > Power Options > Maximum processor state > 99% it disables the turbo, but on the 14700k it isn't changing anything.
I have also tried changing on Power Options "Maximum processor frequency" same, no difference.

I don't understand anything about overclocking, neither intend to do it, i just would like to get lower temps as my room is getting so hot because of this CPU, how i regret of not going AMD

I have set the power max to 170w and now it ranges 80-90 which still a lot, what else i could modify here ? im afraid of doing anything "bad"/wrong...

If you get 80-90 degrees at 170W then there is some issue with your cooling, either the mounting, the paste, the protective plastic cover is still on, or it is just set to quiet, or something.

Also you should monitor your voltages, intel made a statement that they have a microcode bug that makes the CPU use too much voltage and high voltage can cause high temps...not to mention degradation. Make sure you are below 1.4 1.45 at max, at all times.

Also go into your bios and make sure that all the asrock enhancements are turned off since those are just overclocking without your consent.
