How to know wich program is using a file?

It is tipycal that when you want to delete or rename a file it comes and error telling you that it is in use. How can I know what or who is using the file?

Usually just search the registry. If you want in-depth info on which process is using which file - http://www.microsoft.com/technet/sysinternals/utilities/Filemon.mspx

Try Unlocker. It will not only release the file so you can delete it, or move it; it'll also tell you which process is locking the file down (I believe; I'm not in Windows ATM so I can't confirm it).
