How to keep Windows XP FIREWALL ON??

Every time I boot into Windows Xp Pro, the Windows Firewall radio button is "OFF". I check the box "ON" for Windows Firewall and check "NO exceptions" and when I turn off my PC and then boot the next time into WIN XP, the Windows Firewall is again "OFF". How Can I keep Windows Firewall ON all the time so it does not turn off every time I power off and reboot my PC?

Ensure that you install SP2 as that adds the default for the FW to be enabled and adds the FW status warning indicator.
 
SP2 is installed and 3 tabs show on the FW. General, exceptions and Advanced. Cannot find a FW "Default in the areas of any of these tabs. Is there anything under Services or StartUp using msconfig that should be enabled to activate FW as default? Ive deactivated some services and start up programs for performance. Thank you
 
Whatever you disabled you should re-enable, with today's hardware there's no point in 'tweaking' your OS to the point it doesn't function properly.

+1, but I'd extend that to yesterday's hardware too. Service tweaking was never an effective way of boosting performance.

You must be having anotehr FW that came with your AV. Which AV are you using?
Disable AV firewall and enable windows firewall. It will fix the issue.
